It is suggested that the Colonial Secretary or
one of the higher officials of the Government of Hong Kong might act as Head of the organisation; the Intelligence Officer on the staff of the Cammodore Hong Kong might act as Secretary, so that no further expense
should fall upon the Colony.

My Lorde concur in the suggestion that a Conference of the Departments concerned should be arranged to discuss how far auch an organisation' can be
established.

Copies of this letter have been sent to the Foreign Office, War Office and Air Ministry.
